In former years I find that the Superintendent of the Gardens was an Officer under the Surveyor General, and however necessary this may have been under the late incumbent of the post, I quite concur in Sir Richard MacDonnell's view that Mr. Ford is quite competent to manage his Department, as was arranged at the early part of the year. The Estimates, therefore, show in a simple and concise form the Gardens Establishment, while the usual vote found under "Works and Buildings" has been proportionately reduced.

In dealing with the Police - a subject difficult in itself but rendered more difficult by the widely different views advocated by different Members of the Council - I must candidly admit that I have formed a definite opinion. The report of the Police Commission, which I forwarded to Your Lordship in my Despatch No. 62 of 20th July, left matters no better than they were, though had I acted in accordance with the advice given in the body of the Report it would have been necessary to ask the Council to vote $40,000 more for 1893.
